Wallen's family, Senator Justin Ready and Delegate Trent Kittleman are proposing a law that would allow the charge of murder or manslaughter in the death of an unborn child at any stage of development.
Those opposed to the bill believe it opens up the door for a discussion about the definition of a viable fetus and could start a debate on abortion laws.
Maryland is one of only 12 states that can not prosecute for murder in the death of an unborn child.
