Shooting on I-95 North caused Monday morning road closures, backups

ELKRIDGE, Md. — A shooting closed northbound I-95 prior to route 216 in Howard County Monday morning.

Ronald Victor Garcia-Rodriguez, 28, called 911, reporting he'd been shot around 4:30am.

Investigators believe Rodriguez and the alleged gunman, Kevin Gross, are acquaintances who got into an argument leading up to the shooting.

Troopers initially discovered Rodriguez wounded outside his car, but it's unclear whether he was shot while inside the car.

Rodriguez was rushed to Shock Trauma, where his condition is unknown.

Detectives still haven't revealed a motive as to why Gross shot Rodriguez.

Gross, 46 of Baltimore, is being held without bail.

All lanes were reopened by 11:15am Monday.
