ROCKVILLE, Md. — Nearly a week after Governor Larry Hogan overruled him, Montgomery County's top health official, Dr. Travis Gayles backed down from an order that required private schools to start the year virtually rather than in person.
Hogan said Gayles' order which was to remain in effect until after October 1, was "overly broad and inconsistent with the powers intended to be delegated to the county health officer."

Gayles says he still strongly advises against in-person learning over COVID-19 concerns.
He's asked the State Health Department to provide a criteria for schools when deciding to reopen for in person instruction.
