Armed man who fled accident scene and hid in a ditch killed by officers

BALTIMORE — A police-involved shooting left a man dead Wednesday night in West Baltimore's Upton community.

Around 8:45 pm officers spotted a driver going the wrong direction on a one-way street near Pennsylvania Avenue and Pitcher Street.

Police were able to get the driver to stop, but before doing so he hit another car on Argyle Avenue.

Officers pulled the driver from the car and sat him on the curb to investigate the crash.

The driver, identified as 54-year-old Robert Phillip Nedd, Jr., had not yet been handcuffed or searched.

At some point, police say he got up and ran off.

Officers gave chase and later found him hiding in a nearby ditch.

Baltimore Police Commissioner Richard Worley said the man was ordered several times to come out and show his hands.

Officers soon noticed the man was armed and shot him to death.

"From what I saw preliminary they did what they thought was the best thing in the situation, and unfortunately for the suspect, he didn't survive," said Worley.

Three officers, Sergeant Thomas Gross, Officer Tyler Douglas, and Officer James Klein, III, all fired their weapons. It's unclear if the suspect got off any shots.

A gun was recovered at the scene. Worley said the Medical Examiner's Office would identify the man following an autopsy.

The involved officers have been placed on routine administrative leave pending the outcome of an internal investigation.
