Man wanted for attempted murder may have fled out of state

BALTIMORE — Baltimore Police are looking for a man who may have fled out of state who is wanted for shooting and trying to stab a woman in early July.

Police are hoping the public can help them find 26-year-old Devin Segar, of the 2700 block of Edison Highway. He may have fled to Miami, Florida, New York, New Jersey, or York, Pa.

Segar is charged with first-degree attempted murder. Police said at about 10:50 p.m. on July 2, Segar allegedly shot a 33-year-old woman in the back of her head inside her home in the 1000 block of Walker Avenue. After shooting the woman, police said Segar attempted to stab her in the torso with a knife. The woman was able to escape and get help. She later identified Segar as the suspect who attacked her.

Police said Segar also has two open warrants, one for attempted kidnapping and sexual assault that occurred in February 2018, and one from May 2018 for armed carjacking and rape. He has managed to elude police and continues perpetrating violence, police said.
