Two men arrested and charged with misdemeanor drug charges in Westminster following police operation

WESTMINSTER, Md. — Westminster Police Department's Narcotics Section arrested and charged two men on Thursday after neighbors complained of illegal drug activity taking place in the area of Pennsylvania Avenue.

After stopping a vehicle that was being driven erratically, officers approached the vehicle and noticed that the driver, 32-year-old Richard Anthony Rogers, was in possession of suspected crack cocaine.

The passenger, 39-year-old Paul Justin Francis, was seen trying to hide a small item in his pants pocket, but he eventually turned over the baggie, which also contained suspected crack cocaine, to investigators.

Both men were arrested and taken to the Carroll County Detention Center and have both been charged with CDC: Possession Not Marijuana: Cocaine; and CDC: Possession Drug Paraphernalia.
