Former Carroll Co. teacher sentenced to 22 years for producing child pornography

BALTIMORE — A former Carroll County school teacher was sentenced to serve 22 years in prison for production of child pornography.

According to a plea agreement, 41-year-old Kenneth Brian Fischer admitted to authorities that he enticed young boys to engage in sexual activity with him and documented photos and videos of them.

Fischer was a teacher for the Carroll County School system when he was caught by an undercover agent posing as a young boy on a social networking app in August 2017. They say Fischer tried to arrange a meeting with the "boy," who in reality was the undercover agent, to engage in sexual activity. Officers then proceeded to conduct a search and seizure warrant at Fischer's home. Police seized electronic devices that showed he was also talking to five other young boys since November 2014 to his arrest in September 2017.

“Kenneth Fischer was a teacher who exploited children by enticing them to engage in sexually explicit conduct for his own gratification,” said United States Attorney Robert K. Hur. “Now he faces years in federal prison, where there is no parole—ever. Law enforcement will continue to work to identify and prosecute those who prey on our children.”

Aside from his 22 years sentence, following his release Fischer will be required to register as a sex offender and pay restitution of $3,000 to each of the 11 identified victims, for a total of $33,000.
