Police chase armed teen accused of a shooting and armed carjacking in just over a month

COLUMBIA, Md. (WMAR) — Howard County Police have charged a 17-year-old with the August shooting of a 16-year-old boy and a July robbery and carjacking.

Norman Carter was arrested as he was coming out of his home on Friday.

Police say Carter ran from them and threw a loaded handgun.

When they caught him and tried taking him into custody, Carter allegedly assaulted them.

The shooting occurred August 24 inside a home in the 7400 block of Sweet Clover.

In that case, the victim was treated and released from a hospital.

For that incident, Carter is charged as an adult with first and second degree assault, reckless endangerment, possession of a firearm, and related charges.

The robbery and carjacking happened over a month earlier on July 10, in the 7200 block of Cradlerock Way, where Carter and two others pulled a gun and robbed a man of his cell phone and vehicle.

Charges in that case include robbery, second degree assault, and theft.

Police say Carter is also facing handgun and assault charges from Friday's capture.

He is currently being held without bond at the Howard County Detention Center.
