WESTMINSTER — Westminster Police Department’s Criminal Investigations Bureau and deputies from the Carroll County Sheriff’s Office P.A.C.E. team were conducting drug enforcement operations this week.

Law enforcement agents canvassed the area of Pennsylvania Avenue after community members complained about illegal drug activity in the area.

During their search around 4:50 p.m. Thursday, investigators observed 53-year-old Leslie Alan Linekar and 32-year-old Calvin Clarence Reed Jr. acting suspiciously on Winters Alley. Investigators then approached the men and saw Linekar drop a small heroin baggie. They say Reed was found in possession of three small crack cocaine baggies. Both of the men were arrested shortly after.

About an hour later around 6:00 p.m. investigators arrested 20-year-old Sidney James Gardner after they found him in possession of suspected drug paraphernalia. He was issued a Criminal Citation.

Moments after, investigators arrested 53-year-old Clay Roop on an open arrest warrant following a traffic stop initiated by a CCSO Deputy assigned to the operation. Mr. Roop’s arrest warrant was for Theft under $100.00.
