Torrey is in West Baltimore bringing the Hilton Rec Center back to life.
He listened to the community and is giving them what the want...a place to play, to learn and to be safe.
This rec center off Phelps Lane was shuttered almost a decade and a half ago.
Tonight Torrey’s LEVEL 82 is restoring it to its glory days.
