An auditshows Baltimore's Circuit Court system failed to collect more than $11 million in fines.
This includes more than $7.5 million related to criminal court, $2.7 million in land record and civil court fees and $1.3 million in juror stipends.
The audit looked at data from October 10, 2013 through September 25, 2017.
