Baltimore Mayor Catherine Pugh will reveal the city budget for the first time as mayor on Wednesday.
One of the city's main concerns is if $5.5 million will be transferred from the Baltimore City Police Department's overtime budget and reallocated to the Baltimore City Public Schools - which faces a $130 million budget shortfall.

If the gap is not filled, city schools will have to lay off 1,000 teachers and staff - creating large class sizes.
Pugh hopes to cut down on the police overtime budget which the department says is critical to public safety.
Baltimore City's operating budget is $2.6 billion.
The budget announcement will begin at 9 a.m. Wednesday.
