The city of Baltimore agreed to pay more than $1.12 million to settle four lawsuits of police misconduct complaints.
The family of Tyrone West will get the largest payout: $600,000. He died in police custody after a traffic stop in 2013. An autopsy found he died because of heart condition and dehydration, but a forensic review commissioned by the family found that West died because he couldn't breathe.
