Child abuse case gets upgraded to homicide 7 years later

BALTIMORE — On July 31, 2012, officers were called to Johns Hopkins Hospital where an 11 month old baby had been brought in.

Doctors told investigators that Caleb Carter had been brought in by his parents, Monique and Joseph Carter III, suffering from extreme malnutrition over a long period of time and brain atrophy. Doctors say the child's condition was associated with lack of protein and nutrients, bone deformity from lack of calcium and other medical issues associated with malnutrition.

Investigators arrested Monique Carter and Joseph Carter III and charged them with 1st and 2nd degree child abuse, neglect of a minor and reckless endangerment.

Both parents were convicted for their crimes and sentenced to prison time.

On May 21, 2019, Caleb Carter succumbed to his injuries in Baltimore County. Medical examiners ruled his death as a direct result of him being abused.

Baltimore Homicide detectives were not notified of the child's death until October 7, 2019 and upgraded the case to a homicide investigation.
