CSX made an announcement in November saying they will not expand the Howard Street Tunnel, but lawmakers say they might be changing their minds.
Lawmakers say CSX is now keeping an open mind about expanding the tunnel. Mayor Catherine Pugh and state leaders met with CSX officials on Tuesday to discuss the matter.
The plan had been to widen the old Howard Street Tunnel to allow more freight to travel in and out of the Port of Baltimore.

But, last month CSX pulled its support, saying the project no longer justified the level of investment required.
The CEO of CSX, Hunter Harrison, who was involved in the decision to cancel the tunnel expansion plan, died last week. Now, CSX has not committed to moving forward with the project but has promised to continue discussing it.
