An audit found the Baltimore Youthworks program improperly paid teens who were not given a job.
According to the audit, a lack of oversight of the new ALINE debit cards was the problem.
Around 11,000 young people enrolled in Youthworks in 2017 and each one of them was given a pay card. Only about 8,000 were given a job. More than 160 teens, who were not given work, were able to activate their cards or receive a check payment from ADP, the audit found.
The audit suggested that Youthworks only issue pay cards to participants who have been given work.
