Councilman David Marks discussed how to alleviate the school's overcrowding. He said it's been a problem for the past 30 years and it's all because of bad decision made decades ago.
"Anytime you're looking at new schools and possibly new districting," Marks said. "It creates a lot of tough decisions. I think most people simply want the strategy that is going to get relief at Perry Hall Middle School as fast as possible."

Marks said he's focusing on the elementary schools first because the enrollment is higher. There are plans to build two new elementary schools by 2018 and 2012.
