ARBUTUS, Md. — A suspected drunk van driver was arrested Thursday morning after striking and killing a 29-year-old tending to a disabled vehicle on I-95.
Maryland State Police say it happened just before 7:30 a.m. during rush hour on the southbound shoulder between Caton Avenue and I-695.
Police say James Khoury was driving with a friend when his car started having problems, so he pulled onto the shoulder to check it out.
While he was outside his car, witnesses told police the van drifted into the shoulder and collided with the Khoury's vehicle which then hit and killed him.
Medics pronounced Khoury dead on scene.
The van driver, 26-year-old Cesar Jariel Morel Cruz wasn't hurt but was arrested and charged with DUI.
He's currently being held without bail.
Investigators are consulting with the Baltimore County States Attorney's Office to determine if more charges should be filed.
According to court records, 11 days before this crash, Cruz was pulled over for going 91mph in a 65mph zone of 95.
All lanes on I-95 have been re-opened.
