James Douglas Pupora was sentenced in Carroll County to 20 years with all but 8 suspended for the distribution of heroin.
On March 25, 2016 Manchester police witnessed a hand to hand sale of heroin. Pupora handed an unidentified woman in a car the drugs. After the sale was complete police followed the buyer and eventually pulled her over.
According to the Carroll County State's Attorney a K-9 was called and the woman gave police the heroin she had just purchased from James Pupora.
At the time of the sale Pupora was on probation for possession with the intent to distribute marijuana.
