Harford County Sheriff Jeffrey Gahler and local business owners are scheduled to announce a bill that would rewrite pawn shop legislation in the county.

The request to revise Chapter 188 of the Harford County Code would limit the sale of stolen goods and create better records of pawn transactions.

The bill would also help fight the heroin epidemic in the county.

According to the sheriff's office, stealing and pawning goods is a frequent tactic used by heroin addicts who need money to buy more drugs.

The announcement will be made at the Harford County Sheriff's Office Headquarters in Bel Air Thursday.
