ELLICOTT CITY, Md. — There is a flood watch for Howard County through 10:00 p.m.
Mark Hemmis, the owner of Phoenix Upper Main said he got a call from a senior policy adviser that Howard County had activated its office of emergency management to respond to the weather.
"We're familiar with it, we made the decision this morning to close for the day. We didn’t want to pull resources, should become a problem down here."
County officials are urging residents to stay safe, if you come upon a flooded roadway, turn around.
They said it takes just a 6 inches of fast-moving flood water to knock over an adult, 12 inches of rushing water to carry away a small car and 2 feet of rushing water to carry away most vehicles.
