It was late on September 29, 2015. The rain was coming down very hard. Despite the conditions, when Corporal William Ferrell saw a stranded driver along Route 15 in Frederick County, he stopped.
Corporal Ferrell, just 21 years old from North Carolina, was standing on the side of the road outside of his own truck when he was hit. State Police Crash Team Investigators believe Cpl. Ferrell was struck by a heavy duty pickup truck, likely towing a car hauler and trailer.
The driver stopped for a little bit, but then drove north on Route 15.
When Cpl. Ferrell was hit, the driver of the disabled vehicle went into traffic to divert oncoming vehicles away from the Marine's body. Investigators believe at least two vehicles passed that driver before a tractor trailer blocked both lanes of northbound Route 15.
Police believed the suspect's truck may have damage to the front passenger side.
