PRINCE GEORGE'S COUNTY, Md. — New video shows the moments right before a man was fatally shot while handcuffed in a Prince George's police car.
On Monday, William Green died shortly after an altercation with Corporal Michael Owen, who is now charged in Green's death. Green was shot seven times.

Today, his family and their lawyer held a press conference calling for prompt and thorough justice.
"He was a wonderful human being full of humor, life, love affection and he was close to everyone you see behind me now," said Attorney Billy Murphy Jr. "This family's grief can only be assuaged by not only justice for this officer but justice for mom and his two kids."
Owen's lawyer says when his client shot and killed Green Monday night, he was acting as a police officer and he would describe his actions as reasonable.
Prince George's County State's Attorney Aisha Braveboy has assigned a senior attorney to review evidence in Owen's 2011 fatal shooting of Rodney Edwards in Landover.
