The Winter Solstice happens the moment the sun moves over the Tropic of Capricorn which is the line of latitude 23 1/2 degrees south of the Equator.
The sun is the most direct/intense in the Southern Hemisphere and it is the shortest day of the year. Right after the winter solstice the days start getting longer.
